Sen. McConnell discussed campaign finance reform and S.3, legislation recently introduced to the Senate that would place voluntary spending caps on congressional campaigns. Candidates abiding by the caps would receive financial incentives in the form of subsidized mailings and television advertising. Sen. McConnell, the Republican floor leader on campaign finance reform, argued against S.3, which he said would institute unconstitutional spending limits on campaigns, and would allow public tax dollars to be used for congressional campaigns. close
