Members of the House of Representatives debated a substitute amendment to H.R. 2100, the Defense Department authorization for fiscal year 1992. The Department of Defense’s budget request for fiscal year 1992, amounting to $291 billion, is a one percent decrease in constant dollars from the previous year. The budget request is in line with the Department of Defense’s planned 25 percent reduction in manpower in the next five years. Debate over the defense authorization bill centered around the production of the B-2 warplane and the $5.2 billion request for continuing development of the Strategic Defense Initiative. The substitute amendment introduced by Rep. Robert Michel would increase defense spending on the Strategic Defense Initiative by $1.7 billion, while decreasing spending on the V-22, or Osprey, aircraft. The amendment was defeated in a vote of 127-287. close
