Ms. Cheney discussed a recent National Endowment for the Arts report titled National Test: What Other Countries Expect their Students to Know. The report reviewed national testing and learning abilities of students in other countries. The Bush administration is considering a national test for high school students. The test would have to be passed by high school students prior to graduating.
