Dr. Rice delivered the eighth Reagan Lecture at the Ronald Reagan Presidential Library. She discussed how President Reagan achieved success in ending the Cold War by challenging most of the received foreign policy wisdom of the time. He pursued a larger vision than arms control which, for him, was always a means, not an end. She described the foreign policy of President George W. Bush as a continuation of this vision in the war against terrorism. She described the three principles of his foreign policy and explained its application in areas including the aftermath of the September 11, 2001 attacks, non-proliferation of weapons of mass destruction, and various areas of international cooperation. After her presentation she answered questions from members of the audience. close
