Members of the House of Representatives debated H.Res.157, the rule to allow for consideration of House Concurrent Resolution 121, the House and Senate conference resolution on the budget. H. Con. Res. 121 sets spending guidelines on the $1.45 trillion fiscal year 1992 budget resolution. The rule concerning the resolution sets the debate time and amendments allowed for debate by the House. Rep. Solomon claimed the haste to introduce the rule on the budget resolution came from budget committee members who wished to circumvent the usual House rule on conference reports mandating a delay of three days between filing of the conference report and consideration in the House. He questioned the need for such haste, and also questioned why the rule limited debate on the conference report to one hour. Rep. Panetta said the rule wanted to bring the conference report into consideration because the Senate would be out the following week, resulting in further delay on the budget. The House adopted t close
