Mr. Rosenau talked about the report he co-authored on the make up of intelligence agencies in four democracies: France, Great Britain, Canada and Australia. He found that although the foreign agencies were very different they were all more focused on prevention than are the agencies in the United States. Other issues included coordination with the police and judicial system and governmental oversight. He responded to viewer telephone calls, faxes, and electronic mail.
