Chief Judge Williams talked about President Lincoln’s use of military tribunals during the Civil War and compared the situations during that period to contemporary efforts to hold military tribunals for suspected terrorists and enemy combatants. Following his remarks he answered questions from the audience.

Judge Williams is a member of the military review board with oversight of the military commissions that will hear the cases of enemy detainees held at Guantanamo Bay, Cuba. close
