The 1991 TransAfrica annual foreign policy conference entitled, “U.S. Foreign Policy in Africa and the Caribbean,” held a forum on debt owed by Caribbean countries and its effect on U.S. interests. The panel investigated the economic status of countries in the Caribbean, their role in the international monetary fund, and the political factors involved in their foreign debt. Mr. Skeete said the Caribbean countries were not heavily in debt, with the exception of Jamaica and Guyana, and given existing standards for measuring indebtedness between high, middle, and low income countries, only Guyana qualifies as being severely in debt. However, he said the Caribbean countries are contributors of hard currency to the international monetary system, and therefore their debt merits attention in the international economy. close
