Representative Marcy Kaptur (D-OH) talked about the National World War II Memorial. She would speak at a dedication ceremony later that day. Rep. Kaptur first introduced legislation to create the memorial in 1987, after prompting from a constituent, World War II veteran Roger Durbin.
