In a conversation with historian John Lewis Gaddis, former U.S. Senator Gary Hart (D-CO) talked about his book, The Fourth Power: A Grand Strategy for the United States in the Twenty-First Century, published by Oxford University Press. In it, the author makes the case that America needs a grand strategy based largely on ideals like constitutional liberties, representative government, and freedom of the press. Senator Hart calls this the fourth power and says it is necessary as the fundamental strategy to replace what he sees as the outdated strategy of containment of communism. Afterward, Senator Hart responded to questions from the audience. close
