House Republican representatives held a press conference in the U.S. Capitol following the passage of H.R. 1, the Civil Rights and Women’s Equity in Employment Act of 1991 on a vote of 273-158. While the representatives were not pleased the bill passed, they were glad the bill did not gain 290 “yea” votes, the amount necessary to override a presidential veto. President Bush has promised to veto any civil rights bill that is a quota bill, and has claimed H.R. 1 to be such a bill despite language contained in the bill specifically prohibiting the use of quotas in employment practices. close
