President Bush challenged Congress to pass legislation on domestic issues within 100 days during his March 6 address to Congress following the end of the Persian Gulf war. With the end of the 100 days approaching rapidly, Rep. Foley, speaker of the House of Representatives, spoke to reporters on the status of domestic legislation in Congress. Rep. Foley criticized the president for setting artificial and extra constitutional deadlines on legislation, and said Congress would ratify improved legislation concerning domestic matters in due course. He discussed the Surface Transportation Act and the Crime bill, and said the “100 days” smacked of political maneuvering. close
