The Senate passed S. 426, for the relief of Abby Cooke. The Senate began consideration of S. 1204, the Surface Transportation Efficiency Act and Federal Highway Act. The Symms (R-ID) Amendment 303, of a technical nature, was adopted. The Byrd (D-WV) amendment 295, to allot bonus apportionments based on level of effort shown by each State, and the Byrd amendment 296, of a perfecting nature, were pending. A unanimous-consent agreement was reached providing for consideration of certain amendments to be proposed to the bill. By unanimous consent, a cloture vote scheduled for 11 a.m. on the motion to proceed to consideration of the bill, was vitiated, and the motion to proceed was withdrawn. The Senate agreed to Ex.S. Res. 104, relating to the return to the President of certain treaty agreements. The Senate disagreed to the amendments of S. 64, to provide for the establishment of a National Commission for a Longer School Year. The Senate confirmed nominations to the National Council on the Arts and the National Museum Services Board. close
