Presidential economic adviser Hubbard explained President Bush’s new Social Security proposal. He said the president was committed to permanent changes in the system rather than temporary fixes, but with no changes for persons who are retired or who are near retirement and born before 1950. He also said that the proposal includes not only comprehensive reform but also voluntary individual accounts. He showed charts of the various costs of inaction, or of making the changes. After his presentation Mr. Hubbard answered audience members' questions. close
