The committee discussed H.J. Res. 263, which would disapprove of the extension of most favored nation status to China, H. 2212, which would extend most favored nation status to China for one year with further extensions conditional relating to the correction of human rights abuses in China, and H.Con.Res. 174, which would condemn China for transfers of nuclear weapons technology. The Bush administration supports the extension of MFN status for China, which would normalize trade relations between the two countries, on the grounds that the U.S.-China trade relationship that took decades to build is too valuable to discard abruptly. Supporters also are concerned with the possibility that the removal of trade relations with China will harden the Chinese administration against change in their human rights record, and will result in the total loss of contact with the Chinese government for the U.S. close
