“The Geneva Conventions and the Rules of War in the Post 9-11 and Iraq World” conference panel titled, “Classification of Non-State Fighters,” examined the definition of and treatment of captured combatants that were not members of a traditional nation-state military force, but were instead members of terrorist or insurgency groups. Among the topics they addressed were whether the Geneva Conventions required revision or amendment to accommodate these fighters, treatment of civilian insurgents in past conflicts, and recent cases involving persons in Iraq and Afghanistan. Following their remarks they answered questions from the audience. close
