Mr. Stedman, special adviser to U.N. Secretary-General Kofi Annan, talked about conflict management by the United Nations in the context of U.N. reform. He discussed the report of the High Level Panel on Threats, Challenges, and Change brought out in December 2004. The panel recommended expansion of the Security Council and other efforts to make the U.N. more effective and equitable in providing security for every state. He also said that security threats are perceived differently by different countries. After his presentation he answered audience members' questions. close
