The commission was created by President Bush to examine and investigate a list of bases proposed for closure by the Department of Defense, which is undergoing a change of military strategy and alignment following the end of the Cold War. The commission has until July 1, 1991, to submit their list of recommended base closures to President Bush, and the list of closures will then be voted upon as a single package by Congress. All of the commission’s hearings and deliberations were conducted before the public.
