Assistant Secretary Rademaker spoke at the opening session of the 2005 Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons. He said that the nuclear proliferation threat would be reduced by securing sensitive materials and controlling exports. He advised a moratorium on new fuel cycle facilities. close
