The chairman of the Defense Base Closure and Realignment Commission discussed the recommendations of the commission that had been submitted to the president the previous evening. The commission had been appointed by President Bush to investigate the list of proposed military base closures produced by the Department of Defense as part of the department’s plans to reduce the manpower of the U.S. military 25 percent by 1996. The commission completed its deliberations on the base closings on the evening of June 30, 1991, beating its deadline of July 1 by a few hours. If President Bush approves the recommendations of the commission, Congress will vote up or down on the entire list of military bases slated for closure. The commission recommended the closure of 25 military bases and 10 research laboratories, to be completed by 1997. Chairman Courter defended the process by which the commission reached its recommendations on base closings. close
