The program began in progress, during Mr. Donnelly’s introductory remarks.

Strategic design experts talked about “sizing, shaping, and posturing the fleet” as part of a day-long forum on the future of the U.S. Navy. They said that the Department of Defense ships and submarines are increasingly challenged by diverse new threats and tasked with new kinds of missions. Topics included the role of sea power in the post-September 11 world, designing an alternative fleet, and the relevance of sea power in the global efforts to combat terrorism. After their presentations the panelists answered audience members' questions. close
