The Senate Foreign Relations Committee held a hearing on the prospects for United Nations reform. They discussed options for effective restructuring that would improve transparency, management, and accountability at the United Nations. Chairman Volcker testified about the U.N. Independent Inquiry Committee report into the functions and failures of the U.N. Oil-for-Food Program. Ambassador Bolton reported on what the United States could do to ensure that timely and effective reform proposals will emerge from the U.N. Secretariat.
