At approximately 11:45 a.m., the Senate began voting on a series of amendments to the National Defense Authorization Act and on the treatment of U.S. terrorist detainees and set guidelines for the future conduct of military operations in Iraq. The Senate approved 79 to 19 an amendment requiring regular status reports to Congress on military progress in Iraq and passed by 99 to 0 a resolution codifying treatment for military detainees. Amendments requiring a specific plan for military withdrawal and access for all terrorist detainees to the federal court system were defeated.
