Senators spoke to reporters about the failure of a cloture vote on Department of Defense appropriations legislation that included provisions for new Arctic oil exploration. They said additions to the legislation made it difficult for members to oppose the defense spending, but hailed the efforts to halt final passage as a victory for those who cared about Senate rules and wished to move forward in the future on a more bipartisan basis on policy measures.
