Virginia Governor Timothy Kaine was sworn into office at the Colonial Capitol in Williamsburg. Virginia Supreme Court Chief Justice Leroy Hassell administered the oath. Six 18th-century-style cannons and a 17th century naval gun fired the traditional 19-gun salute. In his speech, Governor Kaine outlined his administration’s priorities, including the promise of a long-range transportation plan.

The inauguration was held in Williamsburg as the State Capitol in Richmond was being renovated. Patrick Henry and Thomas Jefferson were the only other governors to take their oaths in the state’s original capital. Members of the audience wore transparent parkas to protect from the rain.
