Panelists spoke about presidential powers during times of war and the Bush administration’s use of executive power in efforts to combat global terrorism and pursue military actions in Afghanistan and Iraq. Among the issues they addressed were the history and practice of constitutional separation of powers, various uses of executive power during previous times of war, the evolution of legal interpretation of the powers given to the commander-in-chief by the Constitution, and legal precedents in judicial decisions governing presidential war powers. Following their remarks they answered questions from the audience. close
