Ms. Townsend talked with reporters about the implementation plan for the national strategy for dealing with pandemic influenza. Topics included worst-case scenarios, whether the avian virus can ever become a human virus, funding for the plan, public health and medical infrastructure, border and international considerations, and actions for schools, businesses, and families. Vaccines are not discussed in the plan. After her presentation she answered reporters' questions.
