The Senate Judiciary Committee held a confirmation hearing on the nomination of William Haynes to the Fourth Circuit U.S. Court of Appeals. Mr. Haynes testified about his experience, and specifically about his tenure as general counsel in the Department of Defense, where he had significant input into the department’s development of policies for the treatment of enemy combatants and prisoners held in military detention facilities in Afghanistan, Cuba and Iraq. Several Senators, including Republican Senator Lindsey Graham, were critical of his recommendations contained in a “torture memo” that allowed extraordinary interrogation methods for some suspected al-Qaida detainees. close
