Representative Van Hollen talked about earmark reform. He was introducing an amendment to the bill to limit line-item spending projects inserted in spending bills. The amendment prohibits categories of people such as the family of members of Congress and lobbyists from benefiting from earmarks and bans earmarks from conference reports unless they were in the originally proposed legislation. He also responded to telephone calls and electronic mail. close
