A representative of the left, Schlesinger, and a representative of the right, Phillips, discuss the strengths and weaknesses of their respective ideologies. Interestingly, both favor the Democrats in the 1988 election, though for different reasons. Schlesinger argues that a Democratic victory is inevitable because of what he terms the cyclical theory of government. This theory holds that roughly every thirty years there is an alternation between liberalism and conservatism. Thus, he argues, the time for a shift to liberalism is at hand. Phillips also favors the Democrats and argues that the conservative era of Reagan is at an end. He argues that the trend in public opinion is towards an affirmative government. close
