The Senate Finance Subcommittee on Madicare and Long-Term Care heard testimony on new Medicare regulations being proposed by the Health Care Financing Administration. In 1989, Congress passed a law changing the method of physician reimbursement from the “reasonable charge” method to a resource base fee schedule which more equitably reimbursed physicians for procedures under Medicaid regulations. The law was slated to come into effect January 1, 1992. Witnesses testified on the effect of the new fee schedule on physicians' conduct, care, and decision-making. They also discussed the effect of the implementation of the law on the federal budget and charges that the law reduced the base of payments to physicians for Medicare procedures. close
