Education Secretary Margaret Spellings marked the fifth anniversary of the No Child Left Behind Act in a speech to national education leaders. The Act requires states to create an accountability system for education standards and testing. Topics included accomplishments of the last five years, high school graduation rates, effects on employment, accountability, poor and minority students, and reauthorization of the Act. After her presentation the secretary responded to audience members' questions.
