The subcommittee heard testimony on the deferment of a debt of over one billion dollars owed the Department of Defense by defense contractors following the cancellation of the Navy A-12 attack aircraft program. The program was canceled in early 1991 by the Department of Defense due to budget overruns and delays in the program. When the cancellation was announced, the Department of Defense also announced that it would delay repayment of $1.3 billion overpaid by the federal government to the two defense contractors, General Dynamics and McDonnell-Douglas, because an investigation showed the immediate repayment may result in the financial ruin of the two companies. The subcommittee sought to discover the process by which the Department of Defense decided to defer repayment of the debt and the relationship between the Department of Defense and defense contractors. close
