Director of National Intelligence Mike McConnell talked about reforming the intelligence servies. His article “Overhauling Intelligence” appeared in the July/August 2007 issue of Foreign Affairs. In his article he argues that sixty years ago, the National Security Act created a U.S. intelligence infrastructure that would help win the Cold War. But on September 11, 2001, the need to reform that system became clear. The Office of the Director of National Intelligence is now spearheading efforts to enable the intelligence community to better shield the United States from the new threats it faces. Mr. McConnell responded to questions from members of the audience. Mr. Roy moderated. close
