A panel discussion was moderated by Rand Beers among the authors of three recent reports about possible post-surge U.S. strategies in Iraq. After their presentations the participants responded to audience members' questions.
Brian Katulis and Lawrence Korb presented “Strategic Reset,” a report from The Center for American Progress. They urged the United States to look beyond the situation in Iraq in order to counter the threat from global terrorist groups and ensure stability throughout the Middle East and Gulf region by developing a new overall Middle East strategy.
Shawn Brimley and Michele Flournoy presented “Phased Transition,” a report from The Center for New American Security. They identified specific steps the Bush administration can take to secure America’s enduring interests in Iraq with no al Qaeda safe havens, no regional war, and no genocide. They also suggested plans for subsequent phases while also preparing for the worst.
Michael O’Hanlon and Carlos Pascual presented “The Case for Soft Partition in Iraq,” a report from the Brookings Institution. They suggested that the Iraqis, with the assistance of the international community, divide their country into three main regions which would each assume primary responsibility for its own security and governance. close
