David Walker testified about the Government Accountability Office report on operations in Iraq and benchmarks for progress established by Congress. The report concluded that Iraq had failed to meet all but two of nine security goals Congress had set as part of a list of 18 benchmarks of progress, and that other benchmarks had been partially met. Among the issues addressed were political barriers to progress in Iraq, the degree of pressure used by the Bush administration to present the report in a more favorable light, and the level of violence in Iraq. close
