Former General Anthony Zinni talked about starting an effort called the National Security Advisory Council, a group of more than 50 retired generals and admirals. He said the council members have signed a document endorsing a “smart power” agenda for foreign policy. He described the idea of “smart power” as combining the strong use of diplomacy, development assistance including economic policies and trade, along with stronger defense and intelligence policy. He responded to telephone calls and electronic mail.
Later today, General Zinni will testify before the Senate Foreign Relations Committee on the “smart power” agenda. close
