The hearing was held to investigate the level of compliance from the White House with the Presidential Records Act, specifically in the preservation of email. In September 2002, the Bush Administration had switched from an adequate archiving system to an inadequate system that routinely lost documents and was easily accessible for modification by officials in the White House.
