A joint subcommittee hearing was held on a proposed agreement between the United States and Iraq, outlined in the “Declaration of Principles” signed by President Bush and the Iraqi prime minister in November 2007. Witnesses from the administration testified about the details of the agreement which had been characterized as a “Status of Forces Agreement” (SOFA) that does not require consultation with Congress. Legal scholars testified about the role of Congress in approving international agreements and whether the proposed agreement was a SOFA or a defense treaty that would require congressional approval. This long-term bilateral agreement would replace the annual renewal of the current United Nations Security Council Mandate authorizing combat operations in Iraq. close
