Jean-Marie Guéhenno talked about the future of United Nations peacekeeping operations. Topics included the conditions necessary for a peacekeeping force to be effective: that there be a peace to keep, that there be a political strategy on the ground, that there must be agreement among the key stakeholders, and that the peacekeeping mission should not be a substitute for the absence of a political process. He also discussed the institutional difficulties the UN has in fielding peacekeeping operations, current areas about which he is concerned, and the need for political will to support peacekeeping operations. He responded to questions from members of the audience.

Mr. Guéhenno has served as U.N. Under-Secretary-General for Peacekeeping Operations for 8 years. close
