Gary Donato talked about his paper “Lessons from the Continental Congress” about the presiding officers of the Continental Congress. David Adler talked about his paper “A Constitutional Presidency.” He discussed the nature of the presidency and the constitutional limits such as the traditional definition of commander-in-chief. Mr. Adler disagreed with how the Bush administration has interpreted the Constitution. Gene Healy talked about his book The Cult of the Presidency: America’s Dangerous Devotion to Executive Power (Cato Institute (April 25, 2008). He talked about why Americans glorify the presidency and the benefits that would be provided by a smaller, more limited presidency.
