Fred Downs talked about medical services provided by the U.S. government to veterans and systematic changes brought out by the increasing number of Iraq War veterans being served. Mr. Downs manages the 1.3 billion dollar federal program that provides prosthetics and other aids to American veterans. The disabilities can include amputation, traumatic brain injury, blindness, spinal cord injury and others. The Veteran Administration’s program is the largest of its kind in the world. Mr. Downs is a Vietnam Veteran who lost his left arm in combat. He is the author of books including The Killing Zone: My Life in the Vietnam War; Aftermath: A Soldier’s Return from Vietnam; and No Longer Enemies, Not Yet Friends. close
