Research psychiatrist E. Fuller Torrey talked about his book, The Insanity Offense: How America’s Failure to Treat the Seriously Mentally Ill Endangers Its Citizens (W.W. Norton, June 16, 2008), and responded to telephone calls and electronic mail. Dr. Torrey contends that the mentally ill have been mistreated and recounts how many were released from public mental hospitals during a void in proper care beginning in the 1960s. Dr. Torrey contends that one-third of the homeless are mentally ill as well as one-tenth of people incarcerated.  close
