Richard Boucher, spokesman for the Department of State, briefed reporters on the affairs of the Department of State including the president’s announcement from the previous day concerning the official declaration of U.S. recognition of the Baltic states of Estonia, Latvia, and Lithuania. Mr. Boucher said Assistant Secretary of State Cammon was in the Baltic states establishing the modalities of official recognition for the former Soviet satellite states. Mr. Boucher also responded to questions on the current state of U.S.-Soviet relations following the failed coup by communist hard-liners. close
