The subcommittee heard testimony from the Chairman of the Joint Chiefs of Staff Colin Powell on the reorganization of U.S. military bases around the world. Early in 1991, the Department of Defense announced plans to reduce the size of the U.S. military personnel 25 percent by 1996, with military base reorganizations and base closures accompanying the staff reduction. The Department of Defense said the manpower reduction was due to the need to reduce the budget of the military and to a fundamental change in military strategy following the end of the Cold War. Gen. Powell discussed the base reorganization and the role of the National Guard and Reserves in defending American interests abroad, and also spoke on the new strategy for American defense being instituted by the Department of Defense. close
