The Senate continued consideration of the nomination of Clarence Thomas of Georgia to be an Associate Justice of the U.S. Supreme Court. A unanimous-consent agreement was reached providing for a vote on the nomination to occur at 6 p.m., on Tuesday, October 15, and the vote scheduled to occur today was vitiated. The Senate passed H.J.Res. 107 by voice vote, designating “National Law Enforcement Memorial Dedication Day.” The Senate passed S.J.Res. 160 by voice vote, designating “World Population Awareness Week.” The Senate passed S. 1823 by voice vote, to appropriate funds for the National Cemetery System. The Senate passed S. 291 by voice vote, to settle certain water rights claims of the San Carlos Apache Tribe. The Senate agreed to the conference report on H.R. 2508 by 61 yeas to 38 nays, to authorize funds for fiscal years 1992 and 1993 for foreign assistance programs.
