The National Council on Education Standards and Testing met in Washington DC to discuss the progress being made on a report to be released at the end of 1991 on a proposal for voluntary education skills assessments for the nation’s schoolchildren. Representatives of federal, state, and local government, teachers, and representatives of teachers organizations discussed the progress of the task force on standards and implementation. Objections have been raised to national skills assessment tests on the grounds that standards for education testing would fail to adequately assess the capabilities of minorities in American schools. close
