The National Civic League sponsored a panel with members made up of journalists, scholars, and political activists, who discussed the effectiveness of term limitations as a means of insuring fair elections. Public funding of elections was reviewed as an alternative solution to the problem. Also discussed was the recent referendum in Washington where voters rejected a term limitation proposal. close
