On November 18 President Bush vetoed H.R. 2707, Appropriations for Labor, Health and Human Services, and Education Departments for fiscal year 1992. The president sent the package back to Congress because it contained language which blocked the administration from implementing its “gag rule” regulations. Those regulations prohibited federally funded family planning clinics from providing patients and clients with information about abortions. After the president’s veto message was read, the House debated a motion to override it. The override motion was later defeated. close
