Sen. Daniel Coats(R-IN) held a news conference to comment on the Senate disciplinary process. He proposed the creation of a commission outside of the Senate that could weigh accusations of ethics violations and transfer serious ethics violations to independent counsel.

The Senate Ethics Committee presented a report this day that rebuked Senator Alan Cranston (D-CA). Sen. Cranston had been under investigation for improper dealings with former savings and loan owner Charles Keating.
